Native Preference Applies Pursuant PL93-638 SUMMARY/GENERAL DESCRIPTION OF RESPONSIBILITIES: Performs all duties associated with pre award, solicitation and post award contracting functions for the procurement of service and construction projects, commodity purchases and contract administration of these purchase orders and subcontracts through closeout. Requires knowledge of Government contracts, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, Service Contract Act, Davis-Bacon Act, Walsh-Healey Act, proposal development, spreadsheet analysis, cost and pricing formulations, and Department of Labor Wage Determinations. ESSENTIAL DUTIES & JOB FUNCTIONS: Pre award: • Reviews purchase requests for commodities, service and construction projects. • Analyzes the requirement, recommends revisions to the statement of work or specifications as necessary, and recommends contract type best suitable for procurement of the project • Responsible for establishment and administration of Blanket Purchase Agreements for services and construction • Prepares quotation/solicitation documents. Solicits proposals from prospective contractors • Ensures all applicable requirements of CAC Acquisition Policy and Procedures are implemented in each action • Analyzes proposals for conformance with requirements of the quotation/solicitation • Performs cost or price analysis, including review of cost breakdowns to determine reasonableness of price • Coordinates the technical evaluation to determine acceptability of technical proposals • Establishes contractor responsibility, and develops negotiation strategy • Negotiates with potential contractors • Recommends purchase order/subcontract award to Procurement Department Supervisor • Prepares purchase order/subcontract award documentations and completes file documentation in accordance with CAC Acquisition Policies. Post award: • Works with subcontractor and operations to resolve contract deficiencies • Reviews contractor insurance certificates to ensure it meets minimum standards • Interprets terms and conditions and subcontract provisions for subcontractors and Operations Staff. Assist in resolving conflicts • Negotiates purchase order and subcontract modifications • Tracks costs and contract status in required electronic systems. • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. • Performs other related duties as assigned.
